For this card we matted the designer paper first before adding it to the card base. The front of my card is a little different because I had only cut two Rocco Rose pieces to mount the die cut piece which was attached to the white rectangle. I had a scrap of the Rocco Rose handy so I just "flagged" the end of it and put it under the die cut section.

Very nice card. I think your tall banner looks great. It really helps to draw the focus to that pretty die-cut.
